Medical Informatics Functional Consultant, Healthcare Informatics Consultant or Domain expert in medical software -all mean same. A doctor with software developing knowledge and/or sound knowledge of HL7 or DICOM could play a key role in making any kind of medical software that would be far better than any product developed by only IT experts.

You can find medical informatics functional consultant or healthcare informatics consultant who has diploma or degree of Medical Informatics or Healthcare Informatics. Preferably knowledge of HL7 and DICOM would be better.
