Victoria Lucas was a high school Freshman from Dover, Delaware challenged President Obama to dance. Lucas attended the neighborhood Ball in Washington D.C. on Inauguration day, 20th January 2009 and while onstage with the new president, challenged him: "Let us start Bump. The Neighborhood Ball was the first of the 10 inaugural balls where Obama did appearances. It was the only dance move I knew it was good on TV. "He is just an all-American good dancer.
