I have read the entire article that contains some question regarding counter attacks on terrorist. The question-answer section is very informative.

In the U.S.A. around three top level agencies are working to gather the information about the terrorist but they are unable to joint links that they have collected. The most recent example is attempted attack on Christmas Day.
